With reference to our conversation of yesterday I have the honour to enclose for Your Excellency's information a copy of certain instructions, which I propose to send to the Captain Superintendent of Police with regard to the scope of the Order-in-Council of 26th October, 1896. These instructions havə been revised by the Attorney General.

I am aware that Your Excellency's views on the subject of the suppression of riot do not perhaps coincide with those of myself and my legal adviser and I have referred the question to the Secretary of State for the Colonies. But in the meantime it is necessary that the Police should know how they are

to act in such an emergency.
